The MCSA Difference
As the peak representative body for NSW Mobile Children’s Services for over two decades, we have actively and proudly promoted, resourced, represented and advocated on behalf of Mobile Services throughout New South Wales. Your MCSA membership gives your service a voice, in an ever-changing early childhood education and care and family support landscapes. Active membership makes this voice stronger through ongoing advocacy, professional growth and sector specific information. A Strong Association – An increased member’s base provides a powerful united voice to the government on issues that affect you. Many changes in our sector are currently being followed, questioned and influenced by the management committee, using your input. MCSA has a strong working relationship with the State Government on current changes.
Professional Growth - Through our partnership with CELA (Community Early Learning Australia) you will have access to mobile specific training opportunities. You will also have access to a network of professionals, who have a high level of experience in early childhood education and family services.
Resources - that are written for mobiles by professionals who understand mobiles. These resources encompass all areas of operation, from education to policies and procedures, management and governance.
Advocacy – our deep understanding of mobile specific issues, provides you with the very best representation possible with Government and key representative bodies. CELA will also be advising the management committee on advocacy opportunities and assisting to promote Mobile Children’s Services in the media.

From September 2016, MCSA Members have had exclusive access to:
Mobile Resource Bank – including Mobile specific resources relating to Early Childhood education programing, practice as well as emerging ideas and theories to support the ongoing professional growth of Mobile educators as well as Policies, Procedures and Management resources to support the growth of strong governance. Resources will be uploaded to the Members Only area on a regular basis, to provide a bank of sector specific information for your service.
MCSA Online Forum will offer a platform for members and all their staff to share ideas and support each other irrespective of distance via individual logins
Mobiles Job Board provides access to the ‘mobile pool’ of educators. Finding staff who understand mobiles can be difficult. This could also be used as a job swap platform to give staff new and exciting experiences to assist with staff development.

The following are the objectives and values listed in MCSA’s constitution:
a] All people have equal rights to the benefits and opportunities of Australian society in terms of personal development and participation in community life and decision making
b] All people have a right to fair and equal access to those services and resources that are important for their quality of life and which may assist them to achieve their full potential
c] All people have the right and should have the opportunity to develop their full potential
d] The role of government is to improve the security and quality of life of all Australian people
e] People & communities can & should take responsibility for identifying their own needs & managing their own welfare, resources & directions
f] Community services are accountable to local communities and their service users
g] The existence of supportive communities is based on developing and sharing resources, social interaction & participation in decision making as well as self-help and mutual support activities
Mobile Children’s Services provide flexible, responsive and innovative services to children and families experiencing social, geographic, cultural or economic isolation or a combination of these. Focusing on the care and education of children, they aim to ensure that children and families in isolated and disadvantaged communities in rural, urban and remote areas have fair and reasonable access to good quality, safe children’s services.
Through their work with children, Mobile Children’s Services support families, the parenting role, local communities and the economy, consistent with an ecological model of child development.
Mobile Children’s Services operate from a base such as Bankstown, Bourke, Moree, Inverell, Hay, Broken Hill, Maitland, Marrickville and Penrith outreaching into the isolated communities.
MCSA is the peak body which supports, enhances and advocates for mobile children's services in NSW. MCSA represents mobile children's services with qualified outreach educators that deliver quality early learning and care services where centre-based delivery is not readily available or is inaccessible to families.
Mobile children's services largely work with vulnerable and marginalised children and communities. The mobile children's services sector is made up of a variety of models that respond to community need. Outreach education and care models include preschool, long day care, occasional care, supported playgroups, play sessions and toy libraries that are delivered to families through a 'mobile' format. Mobile children's services, including preschools, operate from non-purpose built venues such as community halls and schools.
